BHP plans to spend $7.3bn (A$11.2bn)–$9.8bn on new projects at Escondida, starting from 2028.
The company has paid $80m (A$122.97m) to the government from cash reserves, with another $80m over the coming months.
Technologies like batteries as well as those for solar, wind, nuclear and hydrogen power generation depend on critical minerals.
The merger is due to be finalised in the first half of the calendar year 2025 (H1 2025).
The permit, issued by the US Forest Service, covers 91 designated drill pad locations.
The permit enables the company to move the project from exploration to development.
Rio Tinto is committing more than A$766m ($498.19m) to rehabilitate the Ranger Project Area.
The review under the Investment Canada Act, led by the Minister of Innovation, will continue until 30 December 2024.
